MINUTES OF THE REGULAR MEETING OF THE BOARD OF
DIRECTORS OF CRESTLINE VILLAGE WATER DISTRICT
FEBRUARY 15, 2000
The Regular Meeting of the Board of Directors of Crestline
Village Water District was called to order by President Olson at 3:00 PM,
on Tuesday, February 15, 2000, at the regular meeting place of said Board
at its office in Crestline, California.
ROLL CALL: Present were President David Olson, Directors
William Huckell, C. N. McGehee and William Valko. Absent was Director Alan
Clanin. Staff members present were Manager/Secretary Norman L. Hunt, Attorney
Ronald Van Blarcom, Engineer Fred Hanson, Field Supervisor Robert Jobe
and Office Manager Karl Drew.
MINUTES OF PREVIOUS MEETING: On a motion by Director McGehee
and a second by Director Valko, the Board unanimously approved the minutes
of the Regular Meeting of January 18, 2000, as submitted.
PUBLIC COMMENTS: None.
LINCOLN FINANCIAL GROUP: The Board reviewed a memo from
Office Manager Drew requesting that Lincoln Financial Group be approved
as an additional approved institution to provide services and investment
products to the District's Deferred Compensation Plan. Richard Kast,
Lincoln Financial Group's representative, would provide investment and
retirement advise for those employees that invest with Lincoln Financial.
On a motion by Director McGehee and a second by Director Huckell, the Board
approved Lincoln Financial Group as an additional approved institution
to provide services and investment products to the District's Deferred
Compensation Plan on a 3 to 1 vote. Director Olson voted against
the motion as he felt he did not have enough information.
REPORT ON MORMON SPRINGS VERTICAL WELL: Manager Hunt reported
that after some testing, the well looks like it will produce about 30 to
35 gpm. A 6" casing will be installed after the video logging of
the well is completed. The video log is scheduled for tomorrow, February
16, 2000. Manager Hunt is scheduling to have 3-phase power brought
to the well site. When the well will be online depends on how soon
power will be brought to the site and the weather conditions.
NEW 1 MG CHAMOIS STORAGE FACILITY: Manager Hunt reported
that the engineers are preparing the plans and specifications for the tank,
on-site piping and pump house. It is scheduled to award the bid for
this work at the March Board Meeting. General discussion followed.
On a motion by Director McGehee and a second by Director Valko, the Board
unanimously authorized staff to request bids from bidders on a select bid
list.
QUARTERLY INVESTMENT REPORT: The Board reviewed the Investment
Report for the quarter ending December 31, 1999. The District's investments
with the Local Agency Investment Fund were $979,460.92.
ANNUAL REVIEW OF INVESTMENT POLICY: The Board reviewed
the District's Investment Policy, which was adopted in February 1996.
The policy allows most types of acceptable investments. The District
currently has all of its investments with the Local Agency Investment Fund,
which is administered by the State Treasurer's Office. If the District
were to decide to invest funds in other types of investments, Board approval
would be necessary to open the appropriate accounts. No changes were
made to the Investment Policy.
CONSIDER RESCHEDULING THE MARCH 21, 2000 BOARD MEETING:
Director McGehee had requested that the Board consider rescheduling the
March 21 Board Meeting as he would be out of town on that date. After
discussion, the Board took no action to reschedule the meeting, as there
were other conflicts on Board room usage, the scheduled awarding of the
bid for Chamois tank and other Board members schedules.
CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION; PURSUANT
TO SUBDIVISION (a) OF SECTION 54956.9; GABLE vs. COUNTY OF SAN BERNARDINO
(San Bernardino Superior Court Case No. SCV 39629): The Board entered into
closed session at 3:21 PM to discuss this item. The Board returned
to open session at 3:45 PM. No action was taken during closed session.
MANAGER’S REPORT: None.
DIRECTOR’S REPORT: None.
There being no further business, the meeting was adjourned
at 3:55 PM. The next Regular Meeting is scheduled for Tuesday, March
21, 2000 at 3:00 PM.
